Description
The Reference State moves through many phases depending on the natural and human-made forces that impact the community over time. State 1, described later, indicates some of these phases. The traditional HCPC is Phase 1.1. This plant community is dominated by bluebunch wheatgrass, Thurber needlegrass and Wyoming big sagebrush. Subdominant species include Sandberg bluegrass, bottlebrush squirreltail, Indian ricegrass, arrowleaf balsamroot and tapertip hawksbeard. The plant species composition of Phase 1.1 is listed later under “HCPC Plant Species Composition”.

Develops through improper grazing management and frequent fire.

Develops with no fire and improper grazing management from a juniper invaded phase of State 1.
Mechanism
Excessive soil loss and changes in the hydrologic cycle caused by improper grazing management and no fire or frequent fire cause this state to retrogress to a new site with reduced potential.
