Mechanism
State 1, Phase 1.2 and 1.3 to State 2 (T1A and T1B). Develops through frequent fires, improper grazing management, severe hoof/foot traffic, or continued uncontrolled surface-disturbing activities.
State 2 to State 3, unknown new site (T2.1A). Excessive soil movement and changes in the plant community caused by frequent fire or continued uncontrolled surface-disturbing activities.
This site has crossed a vegetative threshold and retrogress to a new site with reduced potential. It is economically impractical to return this plant community to State 1 with accelerating practices.
